Founding partner, Joe Wager saw the gap: tradespeople and construction pros weren’t getting legal support that matched how they actually work. There was too much fluff, too much uncertainty, and too little strategy.

We leverage flat fees for prelitigation services to promote consistency and predictability. We use our construction litigation experience when you need it most. No mahogany desk. Meet Joe
Joe Wager is a construction litigation attorney with deep experience with – and deep respect for the trades. His background in both private practice and as in-house counsel for a Fortune 500 insurer gives him a uniquely complete perspective: one that helps clients stay protected and ahead of risk. Before founding Level, Joe was a partner at an Idaho-based construction law firm. He’s admitted to the Idaho State Bar and earned his law degree from Gonzaga University. Joe has been recognized by Mountain States Super Lawyers (2025) and Best Lawyers in America (2026).
He represents general contractors, subcontractors, and owners in complex construction disputes, with a proven track record of securing favorable outcomes in multi-million-dollar defect cases. Joe has successfully represented clients before the Idaho Supreme Court, U.S. District Court, Idaho District Courts, and the American Arbitration Association. His professional affiliations have included the Idaho Association of Defense Counsel, the Defense Research Institute, and the Idaho Associated General Contractors.
Outside of the law, Joe enjoys time with his beautiful family: wife, two kids, and a fierce Aussiedoodle. Hobbies include traveling the world, golfing, and attending concerts as time permits. You can often find him at Gonzaga basketball and Boise State football games.
